La Corona e i Primi ministri: forma e sostanza della Costituzione britannica

Il rapporto tra il Sovrano e il Primo Ministro è un aspetto decisivo della Costituzione britannica. Sul piano storico, perché a partire dagli anni Venti del XVIII secolo scandisce le tappe del percorso di affermazione del Westminster Model e di successiva democratizzazione dell’intero impiantocostituzionale. Sul piano ordinamentale, perché descrive fedelmente il diverso ruolo che le forme e la sostanza ricoprono negli attuali assetti della Costituzione britannica. Il saggio intende ripercorrere e discutere i momenti cruciali di questo processo storico, nonché proporre alcune considerazioni sulle attuali attribuzioni della Monarchia.

The relationship between the Sovereign and the Prime Minister is a decisive aspect of the British Constitution. On a historical level, because starting from the Twenties of the eighteenth century it marks the stages of the path of the Westminster Model affirmation and subsequent democratization of the entire constitutional system. On the legal level, because it faithfully describes the different role that forms and substance play in the current arrangements of the British Constitution. This essay intends to retrace and discuss the crucial moments of this historical process, as well as to propose some considerations on the current attributions of the Monarchy.
