Il paradosso costituzionale del riformismo conservatore britannico (2010-2024)

ABSTRACT

 

L’articolo prende le mosse dal paradosso insito nel concetto di riformismo conservatore per analizzare l’esperienza di governo del partito conservatore dal 2010 al 2024. Nonostante l’ambizioso programma riformatore del manifesto del 2010, il partito ha conseguito risultati molto modesti sul piano istituzionale.

Al contrario, le modalità con cui i gabinetti tory hanno affrontato Brexit e la pandemia ha finito per alterare gli equilibri costituzionali del sistema, sia con riferimento alla devolution che ai rapporti fra i poteri.

Dopo un focus dedicato alla vicenda ondivaga del Fixed Term Parliament Act e del suo successivo ritiro, l’articolo conclude evidenziando la trasformazione del partito conservatore da forza riformista e liberale a una forza populista e più spostata “a destra”, anche per via dalla pressione elettorale dello UK Reform Party.

 

 

Starting from the inherent paradox of conservative reformism, this article analyzes the governing experience of the Conservative Party from 2010 to 2024. Despite the ambitious reform program outlined in the 2010 manifesto, the party achieved very modest institutional results.

Conversely, the manner in which Tory cabinets addressed Brexit and the pandemic ultimately altered the constitutional balances of the system, both with reference to devolution and the separation of powers.

Following a detailed analysis of the fluctuating saga of the Fixed Term Parliament Act and its subsequent repeal, the article concludes by highlighting the Conservative’s transformation from a reformist and liberal force to a populist and rightward-shifted one, a phenomenon accelerated by electoral pressure coming from the UK Reform Party.
